Constitution of the
Florida Association of School Personnel
Administrators
March 1994
Article I - Name
The name of this organization shall be the Florida Association of School
Personnel Administrators (FASPA) which is composed of instructional and
noninstructional administrators, support personnel, Department of Education
personnel who have roles and responsibilities associated with personnel
operations, and college/university personnel who are responsible for teacher
training and certification.
Article II - Objectives
The objectives of this organization shall be:
- a) To promote the use of merit, fitness, and professional qualifications
as the criteria for recruitment, selection, appointment, retention, and
advancement of public school personnel.
- b) To promote among the members the interchange of ideas, data, and
information regarding operational practices in order to effect improvement in
the administration of school personnel.
- c) To acquaint applicants in particular and to alert citizens in general
with the needs, opportunities, and procedures for securing and retaining
public school employment.
- d) To promote improvement in employment procedures and training of
paraprofessionals and support personnel.
- e) To promote improvement in teacher education.
- f) To promote improvement in teacher certification.
- g) To cooperate with interested community agencies and professional
associations in the furtherance of the aforesaid aims and purposes.
Article III - Meetings
- a) This Association shall meet in conference semi-annually as determined
by official action of the membership.
b) The President, in consultation with the Executive Committee, may call a
special meeting of the membership to give consideration to specified
professional problems.
Article IV - Membership
Section 1. Classes
There are two classes of membership, voting and nonvoting.
Section 2. Voting
Each voting member shall be a professional person in a public or nonpublic
school system, in Florida whose major responsibility is personnel administration
and support services.
Section 3. Nonvoting
Nonvoting membership may be accorded to any person who has been an active
member in FASPA and has retired, to college/university personnel who are
responsible for teacher training or certification, or Department of Education
employees who have roles and responsibilities associated with personnel
operations.
- (a) Nonvoting membership is accorded upon recommendation of the Executive
Committee.
(b) Nonvoting members shall have no vote, shall not be eligible to hold
office in the Association, but shall be entitled to attend all meetings and
participate in discussions.
(c) Nonvoting members shall pay membership dues. However, retired members
shall be exempt from payment of membership dues.
Article V - Officers
The officers of the Association shall be a President, President Elect,
Program Coordinator, Secretary, Treasurer, Noninstructional Representative,
Immediate Past President, Legislative Director, and two Directors.
- (a) The President and President Elect shall be elected at the regular
Spring Conference biennially in odd numbered years beginning in 1989. The term
in office of the President and President Elect shall begin at the close of the
conference where elected and shall continue until a successor has been elected
and takes office.
(b) The program Coordinator, Secretary, Treasurer, Noninstructional
Representative, Legislative Director, and Directors shall be elected at the
Spring Conference of each year. The term in office of these positions shall be
one year or until a successor has been elected and takes office.
(c) The term of office of the Immediate Past President shall be two years.
(d) Each officer shall be a voting member of this association in good
standing.
(e) The ten officers shall constitute the Executive Committee with
authority to act on matters of emergency.
(f) Any vacancy on the executive Committee may be filled at the next
meeting of the association.
Article VI - Dues
Every member of this Association shall pay annual dues in such sums as
prescribed in the Bylaws.
Article VII - Bylaws
This association shall adopt Bylaws consistent with the Constitution.
Article VIII - Amendments
This Constitution may be amended only at a business session of an annual
conference by an affirmative vote of two-thirds of the members present and
voting at the time such amendments are submitted to the conference provided:
- (a) That proposals to amend the Constitution may be initiated by any
member.
(b) That proposals to amend the Constitution shall be delivered by the
proposer to the Secretary not later than one month preceding a regular
conference.
(c) That each member shall have been sent a copy of the proposed amendment
or amendments prior to the conference.
